Prepend an active-sponsor nav item to header navigations.

Injection only happens for navs whose slug starts with 'header-navigation' so footer/other navs are unaffected. When no sponsorship is active the response is unchanged (spec: "omit the item entirely").

Policy: Sponsorship promotions are rendered on web only. Non-web (mobile/CTV) clients must not receive the sponsor item. If per-platform sponsorship is required in the future, this gate should be replaced with a platform field on SponsorshipPromotion plus per-platform cache keys (BEE-4864).
